Vincent was chaos, or , turned into him through the stigma. And thats what changes sephiroth is the stigma. So if you think of it, Vincent is the only genetic match. However if you want to know the how, i have a feeling HOJO's expirement in trying to implant the jenova from him into lucrecia was flawed and he .. continued.
