Now, the idea of totally innocent=hang makes a bit of sense. The Court of Miracles is full of the scoundrels and lawbreakers of Paris, yes? And someone who followed the outside laws would be "innocent" enough, no? Well, being "totally" innocent means they follow even more closely to the law, even if that law hurts people. They see the idea of innocent as spineless, obedient, and ruthless, so to them, it would be the worst crime of all in the Court of Miracles to be innocent, worthy of hanging.

I always thought this scene was horribly sad and profound. Despite the gypsies' suffering under Frollo and the Parisians, The Court of Miracles and the Court of Justice are equally injust, and the crowd forms a jeering mob reminiscent of the one that humiliated Quasimodo.
