@b25e05n95 The game is actually Half Life 2, which mostly supplies the game engine (the core of the game that makes it all work) and the art assets (2d and 3d objects as well as sounds).

The video was made in GMod, which is a paid-for addon (or "mod") that lets you fool around with all the objects in the game and use a big set of tools to do things like attach them to one another, add wheels and thrusters, and make them hover. It's really just limited by your imagination, only.
