Well firstly an opiate(heroin) binds to different receptors than cannabis. So right off the bat, a different effect.

Cannabis is both a muscle relaxant and a psychoactive substance. Depending on its genotype and how it is used, it can have degrees of effect. It also dilates pupils while heroin constricts them.

On the other side, heroin blocks pain, and is more euphoric in its effect. Its simply a different effect.
