A couple of things for perspective. Rosemary had already been evicted--she returned to the house, which the courts ruled belonged to someone else--and the new owner (the bank) wanted her removed.

The cops were wearing mourning bands because they were honoring an officer who was shot and killed protecting a woman and child . His funeral was the same day.

You get hit with pepper spray, dont rub! Rinse with water if possible and air out. The pain will cease completely after 15 or 20 minutes. The acute pain will subside within 5 or ten minutes.

Let me help you out street medic... Adding water on top of the pepper spray makes it "feel better" momentarily...in the long run it makes the pain last longer and the effects worse. Only air drying will help... and you would be better off with small fans for people than anything.
