And yes, I agree that a decline pushup is much harder than a regular pushup (as is the modified handstand pushup where you hinge at the hips in the same position) - but that's not the point of the vid. The point is to help people avoid unfavorable body positions in ANY pushup variation.
In the bench press technique, do NOT lock your elbows at the top- you will just put stress on the joint. So keep the shoulders slightly bent to keep tension in the muscle and not the joints. Same reason you dont want lock your knees at the top of a leg press.
