If you are stood on a public ground eg pavement , park you can take whatever photographs you like. And they do not have the power to look at what you have been photographing, basicaly it's the security staff who THINK they have the powers to stop you in fact even the police can not stop you taking photo's in/on a public space. They where wrong to try and use the terrorism act and also the section60 stop and search without cause and after viewing the video they had no just cause.
I dont get it, did you go out to get confronted? If so, well done, at least you achieved something. Not giving your name over was a good choice too Paul, least you can keep that private.....
If you read any books or first hand accounts of terrorism you will learn that those guys. IRA, PLO, UDA, ect. Are usually pretty smart people, all they have to do is have a group of say 3 or 4 people take turns in watching the building to look at entry routes, guard numbers (attempt to see when they move, ect.). Then they can start to build a security map. No terrorist organisation would even advocate doing this because it is so overt and stupid.
Those policeman know this man is not a threat to any one but they continue to go way over the top as someone is standing up to them. And to them that is the crime.
I think the objective was successfull for the journalist to see how far it would go before getting arrested. He clearly knew not to film sensertive stuff as he knew the police would turn up as he had his mate there taking pictures. One copper had to ask plain clothes if he has to show the film.. "understands hes got to" He dont know himself as he will ask special branch....and we pay their wages...
It's a bit of a laugh for the journalist, wonder if he would be so obstructive & time wasting if he had lost a relative to terrorists, I'm guessing that he would then be campaigning for broader stop search powers for Police. You are a disgrace, spreading obstructiveness to the easily lead. Perhaps people should co operate, the State is not out to get you, people need to man up, this is a city that has been bought to it's knees by terror & people live in fear of terrorism & this man enjoys his
Also a Police Dictatorial State HAS been created more so in America but in England Too under the banner of "TERROR"!..
This means they can Stop you, Search you, Arrest you because they don't like the look of you, and in America hold you without Trial Indefinately Whilst Torturing YOU !!! Imagine if you're Innocent and die after being in Custody for 5 years being Tortured???... it has and could happen. Quite often to some Arabs i'd guess considering they were arresting Arabs indiscriminately!!
It's a Very Divisive Subject, as the responses show!
However, the Police should Not Stop and Search you or your Property, even digital media Unless they suspect YOU of a Terrorist Act and have Serious grounds for doing so!..
The journalist is a disgrace, he's in a major UK city which has been victim to numerous terrorist attacks with countless lives lost & he's trying to get a rise out of the Police who are simply there to ensure public safety. Hang your head in shame, the police are not after your details for fun, you are clearly giving them grounds to check you out to keep you safe & everyone else. They don't know who you are if they don't ask, shameful.
Fuck their concerns what about the concerns of a free UK citizen going about his lawful business, never give them your details. . . . "When hunting the dragon be careful not to become the dragon". . .
Testing the Terrorism Act ? Haha, I think the Police won the test ! He was being very akward, I mean come on ! The Police need to check people, better than loads of lives being lost !
@CMob09 Roflmao, Terrorism is absolute bullshit. Heaps of people dying roflmao.... All those lives lost? How about this... How many people die annually of terrorist acts? about 50 being EXTREMELY generous... Millions of people die in car accidents each year... We have had the technology for years to completely stop this, the real problem is its not profitable.
@CMob09 or how about this one. Heart disease in America kills 660x more people each year than terrorist related acts... The government spends on average 30 million annually into heart disease research to "Save American Lives" ... Now Government spending into Anti-terrorist bullshit amounts to about 1.2 Trillion annually.. It is very clear to see how mindless logic is put in place of a well funded fear campaign. What do you think?
Well done you - three police officers who could have well been needed at another incident just so you can try to prove a point when you have no idea what you're really talking about. This isn't journalism.
@samjhoward yet, that is the kind of situation that happens daily. police and scurity officails over using the 'terrorism act' don't you see? they are basically using terrorism as a form of power over public areas and free rights.
-England is the most watched country IN THE WORLD , they spy on us so much yet why can't we film on our PUBLIC street without getting threated with arrest & labled 'terrorist'?
thats the craziness of it, the police are security are wasting their own time!
You still showed them the pics and video... what was the point of trying to defend your rights if you're going to give them away 5 minutes later? Doesn't make much sense....
@MisledYouth89 The photographer also has a right not to be arrested on a spurious, trumped up charge such as "obstruction of a police officer in the execution of his duty" which, if you listened to what was said, had actually been threatened.
At the end point when they are asking to see the footage, he should simply say ''no comment before I have consulted a lawyer"
As is often the case they will threaten you with arrest but as long as you maintain that (a) you are not giving consent (b) That are you are not happy with the legal basis they are using for the search, and would therefore like to be a provided with an expert advise before proceeding.
These are our rights, people should not feel awkward to use them with police.
Why is this guy just wasting Police time??? Whats wrong with just telling the Cops why your taking photos of a building? If this building blow up in the next few months i'm sure the 3 Cops would have been hammered ( more so by the media) for not getting this guys details or asking him why he was there!
very very interesting .....it seems nobody really understands this law...not even the proffesionals excercising it....i know it seems futile but the kid is only trying to show how crazy this policing is becoming...its as if we all live under a constant threat of terror ...even though we know its all bullshit
oh man your telling the guy his job, unbelievable. hes an honest guy i think hes being straight with you. they are acting on behalf of a private coperation in keeping the public away.
filming doesnt give grounds for suspicion alone, did he ask you any questions or just threaten to call the police if you dont go away?
@ZLi0n " they are acting on behalf of a private coperation in keeping the public away." (sic)
That's the point, they are merely private employees: yet they think they have powers they do not. No security guard has the legal right to take someone's camera from them, or to view the images on it. This is very common IMO, security employees do not receive the same legal training as police and threfore think they have powers they do not.
You've just wasted the time of the security guards and the police officers! Whilst dealing with you being a smart arse there might have been a real terrorist carrying out reconaisance who they would've mised thanks to you!
Oh and by the way when S44 was in force he wouldn't have needed grounds and he could've arrested you under S24 PACE to establish your name if he suspected you of an offence!
@fatlad1231 If the security guards and police had any common sense left they would not have wasted their own time. Common sense has long gone. The police and the state are running scared of muslims so they can only pick on innocent people and stamp on any freedoms we have left. Did you see the police being chased by muslim protestors on the streets of London. What a joke. Muslim preachers incite murder in this country and the state and the police do nothing.
@xVicTheSaintx for your information 'proving a point' wastes valuable police time and that time could be used to save someoones life or prevent crime from occurring and dont speak to me as if you know me by calling me facist, and also for your information i do know my rights i'm studying policing and law at university, what the fuck are you doing with your life?
what is the point in this video??? are you just doing this to piss police off? what a wanker you are, fuck off and get a hobby. Try buying a train set.
you should refuse and get arrested , they'll let you go in a few hours or days , if you want to fight the system, you have to suck it up sopmetimes.anyways , anyways , you got some balls mate
The police should straight away be able to drag that prat away physically, grab the camera off him and search it... and if they feel necessary arrest him! I hate prats like this! RESPECT THE POLICE! ......... and Rights are a load of crap that mess up the system!
@dudleyowl STFU you communist fuck. It's because of dumb motherfuckers like you that there's corruption within the system. If you think they can do whatever they want then we should too. Therefore if they can beat him up and I see them doing so then I can beat them motherfuckers too yea? Get your shit straight you uneducated sack of shit.
@xVicTheSaintx how pathetic are you! This idiot is obviously causing trouble and you are sticking up for him? the police have a hard enough job without prats like him! The system should have one simple rule.... if you have nothing to hide then you have nothing to worry about! And because the police should have the power to search him or as you say 'beat the motherfuckers' that doesnt meen you have the right to! The world works on hierarchy's, the police are higher up on it then you! ............
@dudleyowl police are here because of our tax money. they are here to protect and to serve us. and anyway... they cant stop and search due to section 44 now. it was classed as being against peoples civil rights, so they scrapped it. so what now... are you gonna change your mind? laws can sometimes be unlawful. wake up.
@dudleyowl Fuck Monarchy you Zionist little bitch. I wish that America as well as UK and any other higher power government falls because they are all corrupted. Get your brainwashed little thing out of the gutter yea?
@xVicTheSaintx brainwashed? what are you on! I suppose you are one of these people who says "get rid of that cctv camera it is infringing my rights".just pathetic, the world couldnt work without superiors and inferiors! If you live in the UK look at your lifestyle; NHS for free, dont live in poverty, benefits and pay outs coming out your ears (if you dont work)! You dont have a hard life and the government is good to you! BE GRATEFUL and try and make the police and everyone eleses life easier!
@dudleyowl I live in America dumb fuck. There's corruption wherever you go and if you know what they actually use CCTV's for then you wouldn't be saying that. You're stupid. Open your mind if you can. IF YOU CAN. You really need an education in rights and law. You're really ignorant just stop trying to prove you're right because you're not and you're just going to make yourself look like more of a complete moron than you're already are. Come back when you get educated. Do the world that favor.
@xVicTheSaintx you live in america and your calling me dumb? :L my friend got his phone robbed, the police searched the CCTV identified and found the scum who did it and he got his phone back and they were punished; and your trying to tell me that CCTV is a bad thing! If there weren't pathetic people like you who think the government is one big conspiracy everything would work fine! i suppose you think i should look over my shoulder because David Camerons there with a gun? :L
The police should straight away be able to drag that prat away physically, grab the camera off him and search it... and if they feel necessary arrest him! I hate prats like this! RESPECT THE POLICE!
this guy is deliberately being a cunt and making life more difficult for the police officers who are there to protect the public, if i was the police officer i would have arrested him for obstruction, End Of.
@kennedyatc He's trying to prove a point. you must be ignorant. Police can't do whatever they feel like. People are people. If they can kick your ass for no reason is that right? Yea I didn't think so. They know damn sure he's not a terrorist they just want to be assholes. Get educated before you speak ignorance. Learn your rights as a civilian as well and don't be a communist fascist remedial idiot.
2:05 and 2:28 dirty looks are ment to be intimidating are they? very unprofessional. i've had the dirty look treatment it can be dissolved by asking them if their looks are ment to be intimidating or by just laughing and askin them if they were bullied at school by similar techniques. some are psychotic (like the plain clothed one) and you might get a beatin if no-one is around. you have to be aware of your surroundings.
Its mad how all this sort of thing has sprung up over the last couple of years.I have taken loads of photos in shopping centers before no problem. I put my camera on a tripod once for 2 hours on the same spot taking a sequence of pictures in cabot circus in bristol and no one said a word. then years ltr i hear of all sorts of people being stopped there. i think there should be better procedures and they should be stuck to, it always seems like its a grey areaand things made up as they go along.
Not being funny but the two security guards looked more like terrorists. They weren't even British. Though I am not implying that all arab looking people are terrorists.
the worse thing that could happen if the police didn't search his footage or his persons at that time is an act of terrorism could be committed using the footage so the thing to realise in this situation is that police will not stop if they believe that the suspicion is high risk.
The officers are doing their job and if given information that someone is filming an iconic site must investigate however they some officers need to go back to school and learn the law because the truth is they didn't know themselves what would happen if you didn't show them the film, hence asking each other as if they were trying to be clever. However again Terrorism and hostile reconnaisance is a very serious matter not to be joked about or "Tested"
You should have asked what you were to show had you been using a film or motion picture camera. I'm sorry you guys are living in a real life INGSOC. REAL terrorists can look for weaknesses after studying videos like these and learn what to look for and what to avoid. It might interest cops to realize that terrorists no longer have to waste time and money on scouting their targets with Google Streetview at their fingertips.
why say security seemed upset that he go t oclose etc, and he did not intend to do anthing unlawful, if they say he was unlawful. Shame he bottled it when they said they would arrest him..
Security officer has no right to stop you leaving private property nor does he have a right to review or search you or your possession's. He is also required to present a valid SIA License.
all the paranoia is sick! If the stupid 'pc' bullshit was dropped, there would be no need for this crap. But instead of profiling LIKELY suspects, they pick on obviously indigenous british people. Does this guy look like an ARAB?????
Police tend to over react [like the Brasillian guy who was shot and killed] You can see and hear the sheer loss of control in their voices!
Guilty until proven innocent.. I'm just disgusted. I feel sick.
I'm half German and my Grandparents fled from Nazi control because they understood their rights and the rights of others. I fear I may need to flee from Britain at some point in my life.
And, just to note, Paul Lewis shows amazing integrity and intelligence here. I think at points he almost makes the police there think like human beings again..
This is so crazy??? Why on earth is the UK people putting up with this. Just remember people that you could not film in the USSR or East Geremany. This is so crazy. Why isn't this video getting more plays.
Fucks sake Paul stop saying "do I "don't you" NO an act is not a law. Was he on duty? Notice how he tired to speak down to you and was asking questions in the master role, Why did you fold and let them unlawfully view your camera?
Well the reasons they don't want you filming the bottom is because you could be trying to rob the place so you film the doors and cameras and such so you can be prepared
The magic words are "Am I legally obligated to..." Saying things like "I don't have to, do I?" wont get you anywhere. They'll talk around you. "Don't have to"? It's vague. It could mean you have no legal obligation, or it could mean: you don't "have to" because you do have the option of going to jail instead. However, if they misinform you of your "legal obligations", they're screwed.
The other thing to remember is that the more you talk, the more your chances grow that you're going to give them something to legitimately charge you with - most likely without even knowing it. There comes a time - early in the exchange - when you have to say "You know what? I'm done talking to you. If you think you have grounds for a lawful arrest, then arrest me. Otherwise, this conversation is over. Am I free to go?" If they say yes, then just walk away. If they say no, then shut-up.
So let me get this straight, the cop who briefly shows his badge is willing to explain the SENSATIVE nature of the building you were filming, but you may not film the bottom although you may film the top. So what is the sensitive nature of the building as I'm sure TERRORISTS all over the world would like to know. Do you think any of these schmucks view themselves on YouTube? And if they do view the films, do they understanding that they act like gits? Cry for the loss of our sanity.
"well, i certainly don't want to get arrested." why cave in at the end like that? it reinforces that all they have to do is threaten to arrest and we'll give up our rights like they were the plague.
it was great up until the end. you will be arrested..oh i will definitely show you then...wtf. come on man. you have just empowered these criminals even more. the police were wrong and you caved like a house of cards..i'm not judging but you actually give them more power when you do that . next time get arrested take them to civil court. if enough people do that the courts would be flooded and would show how ridiculous it all is.
Do not forget - anti terror act came about because of 9/11 and 7/7 -both were FALSE FLAG ATTACKS - designd to increase the police state and keep us afraid of 'terror' - it's a SCAM wake up!!
However, where it is clear that the person being searched is a journalist, officers should exercise caution before viewing images as images acquired or created for the purposes of journalism may constitute journalistic material and should not be viewed without a Court Order.
Members of the media can, like any other person, be stopped and searched under s44 of the Terrorism Act 2000. They may also be stopped and searched under S43 of the Terrorism Act 2000 if an officer reasonably suspects that they are a terrorist.
the uk is meant to be a free country, we should be able to film freely in public without fear of intimidation... this proves the law is working against freedom of speech not for anti-terrorism purposes, im pretty sure if a terrorist wanted to film something they would use a hidden camera anyway.
The first cop guy tried using assertiveness to get you to comply, when that didnt work he probably realised how ridiculous and unnecessary it all was, he started being nice and would have probably said move it along, until his comrades turned up, then they were like cerberus, one body with three heads, or three bodies with one head, Im not sure which, either way they are satans lapdogs - satan=the master of the illuminati=secret government=government=policy enforcement=section 44 of the BS act
section 44 details the right to stop and search pedestrains and vehicles in relation to anti terrorism... he does not need to give you his details any more under the terrorism act, as he would do under the police and criminal evidence act (which is a general search)... i dont like your tone officer =|
nice job fella. i am an amateur photographer and have been searched twice in last 2 years under this act. both times i felt really shaken up and not knowing my rights means that now i am on THEIR database.... stop and search under section 44 has been massively abused especially amongst minority groups
@tommygsoulking all it will say is that you have been stop and searched- you do not have a criminal record or any real record apart from the fact that it was a satisfactory stop.
@ococircusboy shame they had to be such pricks about it. and it's happened again since. even when i gave them satisfactory answers for what i was doing they still insisted on my details. doesn't sound right to me
@tommygsoulking the thing about terrorism stops is that if it were me I would definetly make sure I got a name and address - just because even if it was a satisfactory stop if you are suspecting it then I would just still be a bit suspicious regardless. It'sa shame that you werent treated well.
'Paul Lewis' is very softly spoken and calm in this situation, always asking questions never making direct statements. He is standing up for his rights which should be respected and not knocked, a statue, act or by law is not a law. huge difference which sheeple don't understand , if you don't know your rights then you have no rights !
These idiots need to stop wasting police time. The police could be doing something useful instead of dealing with idiots like him. If something goes wrong, they will be bombarding police with questions of not doing their job properly.
I think he did the right thing. At the end of the day if something did happen god forbid, what do the police do? Ask for anyone with photos or video footage of the area that day come forward so they can try to identify anyone involved in a crime/terrorist act.
rofl well done m8 well done nicely handled wish there were more like you section 44 is being used as a Free reign for coppers
@ grahamlong go back to sleep you sheep this lad was standing up for himself and his rights and yours although ur to thick and dont see the military like police state being set up in britain and other countrys.
You must admit though, it's not every day someone turns up to a London landmark and starts filming a reception entrance. I can see why they would see that as suspicious, Terrorism Act or not
Confused about the point. You deliberately acted strangely to provoke suspicion and get footage.
Filming the entrance area and security arrangements of a landmark building in a capital city is an odd thing to do by anyone's standards so it's perfectly natural for people to wonder why you're doing it.
If you'd put them at ease by simply explaining that you were a tourist/journalist/hobbyist/student, showed your press card or not tried to hide your camera, this would have been a non-event.
@ot0131 he did act strangely but only because most people would roll over and hand their rights and whatever the police tell them, it is strange that he is saying what most people think when confronted by the police, which is please leave me alone. filming a landmark is not really a strange thing to do anyway, and just because people do strange things it goes to show the paranoid state we are in when that instantly turns to suspicion.. its bullshit
What an inconsequential effort to prove a point. its not like he succeded either. All you've gone and done is waste police officers' time.
Why don't we all go out in public and have a strife with a couple police officers over nothing issues. I'm sure they have nothing else better to do than to deal with your nonsense ordeals.
If you are stood on a public ground eg pavement , park you can take whatever photographs you like. And they do not have the power to look at what you have been photographing, basicaly it's the security staff who THINK they have the powers to stop you in fact even the police can not stop you taking photo's in/on a public space. If this building blow up in the next few months i'm sure the 3 Cops would have been hammered ( more so by the media) for not getting this guys details or asking him why he was there!

oh man your telling the guy his job, unbelievable. hes an honest guy i think hes being straight with you. they are acting on behalf of a private coperation in keeping the public away.
filming doesnt give grounds for suspicion alone, did he ask you any questions or just threaten to call the police if you dont go away?
ZLi0n 8 months ago

@fatlad1231 wrong
viperz888 8 months ago
@fatlad1231 If the security guards and police had any common sense left they would not have wasted their own time. Common sense has long gone. The police and the state are running scared of muslims so they can only pick on innocent people and stamp on any freedoms we have left. Did you see the police being chased by muslim protestors on the streets of London. What a joke. Muslim preachers incite murder in this country and the state and the police do nothing.

the worse thing that could happen if the police didn't search his footage or his persons at that time is an act of terrorism could be committed using the footage so the thing to realise in this situation is that police will not stop if they believe that the suspicion is high risk.
stevenjw2006 1 year ago
The officers are doing their job and if given information that someone is filming an iconic site must investigate however they some officers need to go back to school and learn the law because the truth is they didn't know themselves what would happen if you didn't show them the film, hence asking each other as if they were trying to be clever. However again Terrorism and hostile reconnaisance is a very serious matter not to be joked about or "Tested"

You should have asked what you were to show had you been using a film or motion picture camera. I'm sorry you guys are living in a real life INGSOC. Well the reasons they don't want you filming the bottom is because you could be trying to rob the place so you film the doors and cameras and such so you can be prepared
UnStupified 1 year ago
while hes talking the other guy is filming the building inside
philly1537 1 year ago
The magic words are "Am I legally obligated to..." Saying things like "I don't have to, do I?" wont get you anywhere. They'll talk around you. "Don't have to"? It's vague. It could mean you have no legal obligation, or it could mean: you don't "have to" because you do have the option of going to jail instead. However, if they misinform you of your "legal obligations", they're screwed.
BloatedSensations 1 year ago
The other thing to remember is that the more you talk, the more your chances grow that you're going to give them something to legitimately charge you with - most likely without even knowing it. There comes a time - early in the exchange - when you have to say "You know what? I'm done talking to you. If you think you have grounds for a lawful arrest, then arrest me. Otherwise, this conversation is over. Am I free to go?" If they say yes, then just walk away. If they say no, then shut-up.
BloatedSensations 1 year ago
So let me get this straight, the cop who briefly shows his badge is willing to explain the SENSATIVE nature of the building you were filming, but you may not film the bottom although you may film the top. So what is the sensitive nature of the building as I'm sure TERRORISTS all over the world would like to know. Do you think any of these schmucks view themselves on YouTube? And if they do view the films, do they understanding that they act like gits? Cry for the loss of our sanity.
pistonpilot 1 year ago
"well, i certainly don't want to get arrested." why cave in at the end like that? it reinforces that all they have to do is threaten to arrest and we'll give up our rights like they were the plague.

the uk is meant to be a free country, we should be able to film freely in public without fear of intimidation... this proves the law is working against freedom of speech not for anti-terrorism purposes, im pretty sure if a terrorist wanted to film something they would use a hidden camera anyway.

ManufacturedThoughts 2 years ago 2
Confused about the point. You deliberately acted strangely to provoke suspicion and get footage.
Filming the entrance area and security arrangements of a landmark building in a capital city is an odd thing to do by anyone's standards so it's perfectly natural for people to wonder why you're doing it.
If you'd put them at ease by simply explaining that you were a tourist/journalist/hobbyist/student, showed your press card or not tried to hide your camera, this would have been a non-event.
ot0131 2 years ago
@ot0131 he did act strangely but only because most people would roll over and hand their rights and whatever the police tell them, it is strange that he is saying what most people think when confronted by the police, which is please leave me alone. filming a landmark is not really a strange thing to do anyway, and just because people do strange things it goes to show the paranoid state we are in when that instantly turns to suspicion.. its bullshit
