Does it really mater how saruman dies? In the end he cannot really die, sure his physical form is destroyed but his immortal spirit (Ainur)is still alive and well. Hes probably getting punished by the Valar or Eru. Remember if Gandalf can be resurrected and be a physical form then Saruman also a Maiar can do the same.
That last Chapter showed how the hobbits grew and how strong they became since they left the Shire, being able to take care of their own.
And why Saruman went there? Because he lost his power and is not capable of great deeds (regardless if good or bad) anymore. However,he takes pleasure in bugging the now famous and victorious Hobbits, who engineered his downfall. That shows how deep he has fallen since he lost his powers, being nothing more than an evil, old man at the end.
I personally liked the Scouring-chapter in the book. The triology started with the description of the peaceful Shire and it ended with the peaceful, yet somehow changed Shire.
But as I said, I aggree that this chapter does not fit in the movie, since it actually has almost nothing to do with the storyline of the ring war.

I'm glad they cut out The Scouring of the Shire - it was unnecessary and unlikely that Saruman would have wasted his time there.
He still dies at the hands of Grima and this part of the movie plot was an improvement.

It is neither unnecessary, nor unlikely. It is the story of Tolkien and in its ways it shows, how the Hobbits grew since the time they left the Shire.
However I aggree that the Scouring did not fit in the film since the climax of the plot already took place at Gondor, the black gate and the vulcan..
