Actually, all of these areas DO have FCC restrictions. I work at a long range FAA X-band radar. It has been here since the 1950's...WELL before HAARP existed. We have out FCC frequency and broadcast permit hanging on the wall, in accordance with regulations, as does ANY FAA or NWS facility.

I really don't know, but we're still getting snow here in April and this isn't normal. A fluke storm, yes, but not like this. We've had socked in weather as if we're back in Vancouver where the mountains keep the clouds in for days. It was located right over the "entire state" of Nevada. We have been having these rings form around the dopplar radars here in australia for a few years.From my experience,they are using these hi res dopplars to stear weather,create highs and lows etc.....The rings form when they turn the power up on these.Its not haarp directly but another tool they use.

I live in this area... just a few miles from the center of those rings. During that time frame, we went from a sunshine to rain.... This morning when I looked at our little weather station "northcoastweatherDOTcom", I still see rings within our storm we are now having on our local radar. You say 24 to 48 hours later something will happen. I say what they are doing initially is an alignment / verification process of all necessary equipment / systems. Yesterday I observed on radar weather internet 3 of these 'radar' rings off the east coast of Lake Huron and then later, in the evening 3 in the middle of Michigan. Today I observed one just south of Ft. Worth over what appeared to be a small airport. It seems like all you have to do is look carefully and they seem to be all around the country. +Just saw a "ghost" ring w/center near Port Folk Louisiana @ 11:20 EST, 1 April, 2011. It's gone now and couldn't figure out fast enough how to get image of it. But is did disappear while other clouds kept moving! Also at same time a scatter of large rays appeared in Washington State w/ epicenter prob near Stanwood. @RocStock1 Yesterday morning and last night I observed these 'pop-up' weather circles up and down Michigan and along the east coast of Lake Huron and just east of Chicago! I was amazed! They are continuing to have rain there. Also this afternoon I observed one pop up just south of Ft. Worth near or over a small airport. Seems like every time I look closely I see one somewhere. Also earlier this week I observed at least 3 huge intersecting rings over the Florida peninsula west of Tampa.

@heylookurdead .. normally its bad weather.. but that is with the LARGE rings.. this signature.. flashing like that..

if it was an earthquake that occurs..

normally.. the rings .. if they produce a quake.. i've only seen 2-3 magnitude.. small to LOW moderate.

someone sent me a link of a "ring" that appeared over japan before the big one though

this is all so new.. there's no way to know

@SAYYOURROSARY I heard from 2 people in this area already who are saying its "way too hot" and it was 90 degrees for them today, with it still being really warm overnight. This is interesting.

Glad you're documenting all this stuff lately dutch. I've been seeing this kind of stuff for years and telling people, but most of them have thought I must be crazy talking about weather modification, even when I have shown them the pop-ups, some circles with squares cut-outs, and nested stationary circular "bows" where the wicked weather is happening, like along the gulf coast here lately. Keep up the good work!
