The car is surging because the Tps "throttle positioning sensor" is either bad, or needs adjusting. It you take a flat head screw driver and adjust it properly, it will idle perfectly. All rx7s will start out with around 1500 rpms to warm up, then will set back down to 750.

Actually the engine needed a rebuild. The rebuild has been done but there is still a few things that needs to be fixed with the apparel close to the engine.
Before rebuild, it was idling around 1100 RPM, and it was fluctuating sometimes during stops. Now it's idling at 800 RPM flawlessly.

the surging sounds like the timing is too advanced. mine surges like that too if i go more than a few degrees forward.

thats factory to accelerate the engine warming up but it should drop lower shortly.

its a rotary engine, not a piston engine, they idle alot higher when theyre cold, take longer to warm up.
