I think this is a scene from "The Invisible Claws of Dr. Mabuse" (1962) with the wonderful German actress Karin Dor and Lex Barker as the FBI Agent Joe Como.
" The Thousand Faces of Dr. Mabuse". I'm pretty sure this is the last of the Fritz Lang trilogy on the "Mabuse" conspiracy theory. That looks like Lex Barker (formerly Tarzan) at the end - they are dubbing him in German.
