another way to get under the map is go to the train station where it has all the lights above it and the spawn a turismo so it's hood is in the wall and when you go near it it will disappear and then press Y to get in and then you will glitch under ground.
the same exact thing happened to me the other day while i was playing saints row 2, i had a wanted level and got ran over, next thing i know im underneath the road of the bridge i was on

i did thisonce but i did a flip in the comet and was under the map but when i started driving i popped up in the train station
