Gosh, I've been there! My aunt lives on the other side of the road and she let us in to the park. It really is as beautiful as it looks like in this movie.
The private communal gardens, into which Anna and William break at night (Whoops a daisy!), is Rosmead Gardens, Rosmead Road, W11. Don't even think about it it's a fiercely private garden, and the drop from the fence is nastier than it appears on film.
According to IMDB the gardens are probably Craven Hill Gardens, Bayswater, London, England. Also, if you are interested they also say that the park bench is now in Queens Gardens in East Perth, Western Australia. So sorry if this isn't of any help

I have been to this park I stayed nearby but adored the film so my first trip to London I had to check it out ;) and the Notting Hill area very surreal when you see it. Apparently Hugh owns properties in the area still so I am not the only fan and always go there when I visit. Also Jimmi Hendrix also lived in the area there is a funny map you can get that refers to this film.
