You can tell it's really early on for Seikima-II here. The potential is blooming into view, but it's not quite there yet. His Excellency was still coming into his own as a front man and vocalist, and the drummer is not as good as Raiden is; he's not as tight a player. But the seeds of greatness were here and starting to bloom.
