This is not the way to make Africa full of water or let it rain there:

1. That rain clouds is not nothing, it is water! and guess what??? The don't got enough water in Africa...

2. If you want to do it in Africa you have to take a lot of water, THE SEA!? Not every African country situated on the sea and that water is not very clean.

3. You would make the problems just worser to make this thing in Africa and use clean water. Beter share it with clean water
