If the govt start raiding cities for drug dealers, its only to wipe out the last bit of competition, for an otherwise locked trade.

Once somethign becomes illegal, its even more protected than something that is licenced. There are plenty of unlicenced operators in all industries, but none of them will take up a living that is illegal. There, they draw the line.

So being illegal, reduces the competition for drug supply, and says "hands off, this is ours".

As I understand it, legal immigration into Canada is pretty tough, with specific requirements and regulations that would preclude an influx of dependents along with what is only intended as a temporary migrant work force.
