Let me add that the government is fully aware that Chinese international students work illegally off campus during the spring and fall semester. However, money talks in these campuses. There are american citizens that can utilize these stipends and tuition waivers. The majority of teacher assistants in the college I worked for were Chinese and Indian international students. A rich Indian family, with connections to this college, pumped over 100 million dollars to this university. Money talks.

shut the F**K up.." - I have work experience in the higher educational industry. I was told by Chinese students from UOM in Florida how university faculty would travel to China to recruit international students. These students receive a lot of financial assistant and work illegally of campus while American citizens pay out of pocket for grad schools. Colleges often prefer international students.
