Yeah, Club Penguin made it so you cannot turn safe chat on and off without logging off. You could always go into a safe chat server if you want.

Make sure that you ask a person who was in the room from when you originally opened the newspaper, if they leave and come back they wont see it. A good way to do this is to go on multiple accounts to see yourself doing it.
