The speaking part is meant to be the Joker, talking about how Batman is standing where he killed his parents (How does it feel to stand on the very stones that ran with your parents' blood?), trying to provoke him (Do you feel sad? Full of rage? Or does that outfit help bury your feelings?), he basically says that he's a fragile soul and that killing him in the same place where he killed his parents will be enjoyable (I look forward to breaking you)
