If you go back to the Tom Baker years, I believe he was Chancellor Borusa (John Arnatt) during the brief period that The Doctor became the President. The serials were titled "The Invasion of Time." (1978) I think he appeared in other serials as well. Borusa was a mentor to The Doctor.
