There are other places in the city that need something like this too. The East River waterfront through Queens and Brooklyn needs FAST, FREQUENT light rail to connect with the subway stops further inland. For example, the upcoming Domino development near the Willaimsburgh bridge is a long walk from the nearest subway stop, and is served only be one infrequent bus route.
