On a very base level they maybe share the joke of 'older gentleman talking about pop culture', but that tends to just be the carrier - Hugh's humour had its roots firmly in Iannucci's own brilliantly ridiculous universe, a man 'reminiscing' about contemporary issues. Baaaddad was more focused on Nigel Buxton's own views and getting an amusing reaction out of a refined and pleasant old chap.
Besides, Baaaddad pre-dates Hugh by four or five years.
