Not exactly random, HK was a British colony for like 100 years. Even after it went back to China in 1997, they couldn't just drop all the traditions. The pipes and kilts are one of the major ones they kept, and it still goes on to this day. I don't know how nationalists feel about it, but nobody else seems to mind.
I'm not suprised in the least. The Highlanders struck gold with the combination of the Kilt and the Bagpipe, and their repeated use throughout the British Empire is testament to this.

there is no bagpipe in the Chinese military (PLA)
There are several pipe band in Hong Kong.
Most of them are in Military style.
Such as:
The Hong Kong Police Force,
Hong Kong Civil Aid Service,
Hong Kong Auxiliary Medical Service,
Hong Kong Auxiliary Police,
Hong Kong Scout Association, etc
