This is part of the Fantasia on British Sea Songs arranged by Sir Henry Wood. The tune, called Jack's the Lad, but usually known as the Sailor's Hornpipe, is traditional I think.

It's something that has become traditional at the last night of the BBC proms season. It's much less formal then it used to be especially on the last night. It's a great pleasure to watch on television and one day I hope to be able to attend the last night.

The audience tries to make the music get faster, but it's the conductor who is in control of the orchestra.
