Source cheats and Hacks are different. You can enable cheats via the source engine to mess around in the games. Spawn hunters, mobs, health kits etc. VAC tries to limit exploits like speed hacks or wall hacks.

Entering stuff into the console isn't hacking, therefor you can't get banned by it.

Also it's only the admins who have access to the console, so they can't get banned from their own server.

spacebar will let you enter freelook on left4dead. however you must be dead to do this. other games vary.
