Well the first person ever to get splattered by a cone put the video on youtube and Bungie saw it and thought it was amazing and out of the ordinary so they gave them the flaming recon helmet. But that was just for him, if you want to get one of those helmets you will have to try and do something amazing but you will not get one for getting splattered by a cone, or unless you kill a whole team with a cone? Lol I'm sure that will be interesting :D
