Because she foresaw kaiba with obelisk, it was fate that he should gain it. (Plus it was kind of like a bribe to get kaiba to start a tournament, yugi didn't have enough money to start it).

I wondered that myself but I think there's a couple reasons. I think one of the main reasons is that when Yugi won Slifer it was a very epic match. Yugi had to earn Slifer and not just rely on a god card to defeat another.

I think that another reason is due to Yugi and Kaiba's past. Maybe another reason is that Ishizu predicted that she was supposed to beat Kaiba in the a duel but Kaiba had second guesses at the very last moment.
