It depends on what U.S. call an "aid". If you HAARP a country to ruins, send your military over to hold the airport and bully foreign rescue teams, prevent cargo to be distributed and money to be allocated to those affected - that sort of "aid" is certainly enough.
1st off they lacked infrastructure to begin with, but after the quaker, they lack any whatsoever. Providing aid to 6 million people, in a country with nothing is not going to be easy. It's like starting from scratch.
2ndly, to people who somehow turn this into a story about the US, I hope you know, that even independent news agencies that dislike the US (such as al jazeera) are reporting that MANY haitians are demanding the US annex haiti and overthrow their gov't. So shut up.

Tons upon tons of medical supplies and food are stockpiled and surrounded by US and foreign troops. The vast majority of Haitians are not receiving aid.
