Yes. Use Model H from beginning of Floating Ruins Area 3(the left I mean), then Upward Air-Dash. You'll see a ladder on the left. use that, You'll et attack from that mechaniloid. You can't jump, so, Jump quickly to ladder.

@AlexZXZero In the normal Megaman games,an item called a balancer automatically distributes energy to your weapons.Megaman Zero is several years in the future of Megaman,while Megaman ZX is several years forward of that and ZX Advent is a few years forward of THAT.That's what the old balancer is,ofcourse it's too old to be of any use now.

Thats actually how I did it the first time. I didn't know those annoying green cannons and the yellow blocks could be destroyed until I got Bifrost.
