Where? A garage or practice studio somewhere in London. This clip is from the movie/documentary 'The Punk Rock Movie', shot by Don Letts (the Roxy's DJ) during the first 100 days of 1977 (actually Dec 14th, 1976 was the first Roxy punk band gig), on Super 8mm film.
When? Very early 1977.
This movie wasn't released until 1978 because 35 years ago it cost money, money people did not have, and you had to get distribution, which no one wanted to do.
Sounds a bit horse on identity but who wouldn't be after that version of Oh Bondage.
