In terms of comparison, Krillain, Yamucha, Tien, Muten Roshi, etc. Could all beat him Easily. They have all displayed more than enough stength to defeat Hercule. And are all 100% Canon, and according to akira toriyama, are indeed members of the cast.

His Power Level is below that of His Daughters even.
