I know this video is old but have you tried polyethylene pipe? Its really hard to find in stores but you can buy 5'' - 12'' diameter h.d.p.e. motar tubes for display freworks and use them as sleeves. PVC is too slippery, but polyethylene slides just like green machine wheels
The inner wheels were $8 each, and I used 4 of them, (2 for each side) and I got a scrap piece of 8 in PVC for $10 from a plumbing/AC place, and the axle was $4 from home depot. All together the trike weighs in at around 50 lbs, so it's a pain to carry around, but it feels fine while riding.
finally someone done it am in the process of building one with pvc add ons but just taking my sweet ass time!! lol put em on the back of a gokart its awesome fun!! lol
