The border was the Rio Grande according to the 1836 Treaty of Velasco. Per that treaty, the soldiers were on the American side of the border. Santa Anna changed his mind and decided to not recognize the treaty. The majority of the population in California, Arizona, etc wanted to join the US provided they would become citizens.

I do not debate Mexico's poverty or corruption, but the US has a strong in interest in Mexico being in a state of failure and has been pursuing this goal on various channels. I also dislike the generalizations made, such as that the Aztlan movement would be supported by many Mexicans, which is simply wrong.
