@SparkelyNinjaVampire Correct the 3rd automatically took over as Hokage after the 4th died. He did not see a suitable replacement. Especially sense Jiraiya would not accept the offer of Hokage. Just as when the 3rd died, once again the village wanted him to be the 5th. Leading Jiraiya to recommend Tsunade. I add on that the 3rd origionally wanted Jiraiya to be the 4th, but he would not accept the offer.

And Pain was already weakened from using shinra tensei to destroy the village. He was already sick when he used it so I'd say if he were younger he probably could have used it twice to pwn 9tails but he was able to stop 8tails with chibaku Tensei even after being weakened from the fight with 6tails
