you need to shorten the time delay between the stages. if the rocket loses power the drag that keeps it straight backs off allowing it to wobble and choose a new direction. if you run a quickmatch from the powder in the first stage, into the nozzle of the second stage, you can get a shorter delay between stages, maintains the power better.
use a booster stage it has 0 seconds of delay between thrust and deployment such as c 6-0
