I've played this rom several times and from what I've figured out, there's almost always a way to correctly figure out an enemy's attacks by way of visual cue; timing, however, is a different issue. (The only ones I haven't figured out are the 3rd/6th Koopaling's cloning technique and Birdo's eggs. I guess the only counter to those is a hit-all).

Visual cue example: To see through Cackletta's multiplying technique, observe which of the three shadows are slightly larger than the other two.

You need to raise your atk point more often. It take a long time to fight this boss you know.

There's a good reason why it's so low, I'm doing a challenge, hence the name "HP Workers". Wearing only Work Pants and Basic Badges, and boosting just HP. Otherwise, Cackletta wouldn't be too time-consuming.
