She says: Only the Avatar, master of alle four elements..." not "who could".

I'm a great fan of the show myself and I've got the whole thing on DVD.

It is one of the greatest- though it is not an anime. It may be the similar style, but it was created by two American men--Mike and Brayn I believe. :3
