DWP is not hurting financially! Villaraigosa is turning his back on the people Los Angeles by allowing (while making excuses) the DWP to not take care of its financial obligations to the city of Los Angeles.
AND one side note:
I dont know how the city could be so broke when I'm paying over six dollars for a pack cigs, that is almost double what they use to cost in 2002. Where the hell does all of that money go?!?!?!?!?!?!..
