not actually called Gaijin house, its a guest house from a company called Interwhao. They have guest houses all over Tokyo, this one is in Minowa, I think rent was about Y65000.
The rooms were pretty big, but I think you could find a better location/building.
That balcony looks like the opening scene from The Grudge.
