my phone has done that. sometimes it says it has charged at low power levels and hthat was my problem. my solution,,, keep pluging it in and unplugging it until it returns to normal.
hmm that happened to my itouch when i dropped it in the toilet. and the screen started fading away, so i started charging my itouch in the wall, and it didn't work then a couple hours later, it started to work again.
turn off your ipod and then hold down the home button and plug it in to the computer (you will have to restore your ipod completely but it will give you your january apps back if you got them and then you just have to put your music back on. hope this helps

Now, If you really have been charging it for 2 hours and it is staying in this position. Then you most likely have a faulty battery, or it might have just reached it's charge cycle.
Either way, you should take it to an Apple Store near you, or call up Apple and have the battery replaced. Though apparently it's cheaper to just buy a new iPod. Good Luck.

You need to replace battery of the iPod touch. Go to Apple Store and purchase a new battery.
