I believe Marcus is one of the first terminators to use human skin. And the harvester is used to collect humans to "harvest" that skin. Human survivors are rounded up in camps and used in Skynet experiments to make terminators more effective infiltration devices, after the human resistance easily spotted the rubber-skinned models. It's up to John Connor to "storm the camps" as Kyle Reese said in "Terminator" and free the captives. I'm ready for Future War!

The scene with the T-600 shows many humans grouped together, like prisoners. You can see these people when (John?) is climbing up the wall. Also, the tatty/poor clothing you see characters wearing (other then military attire) suggests the humans are living in bad conditions, bit like Mad Max and the flashbacks in T1.
