or you can open up patch.mpq with a suitable program and search for the sound files

Pitbull is used for the unit frames, you can do the lower bar with eCastbar, and the cooldown timer is ForteXorcist

It's not Watcher even though it's similar to it.

The addon is called ForteXorcist and it helps you to keep track of your CDs and duration of your spells on the target, plus some other functions.
