Okay, the mannerisms he's exhibiting are related to dyskinesia (or tardive dyskinesia if he is no longer taking the neuroleptics and they have caused permanent damage to his dopamine system). In my eyes, his mannerisms cannot logically be attributed to anything else. The protruding tongue at regular intervals is the most obvious indication of dyskinesia in this clip. It is clear as day for anyone who has seen many people who take neuroleptics and is familar with their adverse effects.

Obviously it is just my opinion that he is on neuroleptics, since I can't actually ask him. It's possible that his dyskinetic symptoms are unrelated to the use of neuroleptics, but this is extremely unlikely, especially because we know that he is taking psychotropic medications for bipolar disorder and neuroleptics are often first-line treatment for it.

Also, I notice the akathisia type movements that are often caused by neuroleptic drugs. Shifting weight from one area to another, inability to sit still, the bobbing of the head, and his tounge sticks out seemingly involuntarily numerous times in this video in the course of his speaking.
