None, it seems like. check the timestamps at the bottom of the video. It was edited to look like they were close calls for added dramatic effect.

- 0:09 is an 18 minute difference.

- 0:17 is 16 minutes.

- 0:27 is the same as last, but from a different angle. 16 minutes, then 5 minutes when the people look out the door.

- 0:43 is about 5 minutes too if I'm seeing the numbers correctly.

Municipal buildings (and most buildings using security cameras for that matter) use motion activated systems. It wasn't edited; it turned on when there was motion. For people who don't understand how those cameras work or why the time stamp always changes, It is because the camera only starts recording once it sees any movement. For example, When ever you see the car the time stamp is always 12:36 and when you see people walking around its either before or after that time.
