Heh... it's a whole step modulation. You hear it a lot in old pop music - almost every MJ song has one. But this one is weird because the actual modulation happens on the chord BEFORE the resolution as opposed to modulating right on the downbeat.

sometimes I don't know if sally really fully removes me from the world of dumb synth pop, but at the same time, I don't care that much because she's not mainstream America.
