The Islamists have been trying to overthrow secular Arab governments to replace with theocracies wherever they could for a long time. Hussein kept them in check. The Sudanese later released him. Indeed, the US could have taken him, but it was 1996. He hadn't committed any terrorist acts against the US yet. If Clinton had taken him, they would not have been able to charge him with anything.

Yeah, but the actual link was way stronger than that, given Bin Laden was related to Rahman. Nonetheless, Clinton had legal grounds to keep him, and should have since the government knew Bin Laden was behind the 1992 plot to kill American troops in Yemen on the way to Somalia.
