There is far too much incentive and makes the risk worthwhile. Even if you caught every single smuggler, new ones would spring up to get that money from the inevitable demand. Demand isn't even affected by this worthless drug war, these policies only succeed in supporting the drug lords and the whole underground market. All this violence, death, destruction, etc for nothing. We need to redirect all this drug war money into better things like programs to help addicts, not lock them up.
