Because the drug is actually found as a chemical inside the plant cells. When you burn the plant, you make everything in it turn vaporise and move with the smoke into your lungs, you would be extracting the drug from the plant by burning it although you receive only a lower concentration than you would if you extracted it in a laboratory and took it in as an injection/orally.

Almost all drugs are found naturally in plants. It's one of the ways a plant defends itself using them as a poison in OD.
