They only help bad players get a lucky kill from time to time. This has always been valves idea tho. Think of any other game where the sniper is crippled in that he has to not fire to do full damage. Yes a good player can knock out two headshots and win quickly, but a single fully charged headshot has the same effect just slightly slower.

dont underestimate any weapon in tf2. the shotgun and pistol can be just as effective as the rocket launcher or minigun.

the needles might not pack the damage of the shotty but its pretty much a pistol with a 40 bullet clip. it is immensely effective when being chased because it can hit a target that is out of sight and sometimes even around corners.
