In the Middle East, Africa, and South America, it's pretty normal for people who climb to the top of the ladder to expect 'perks' that come with the job. It's just normal business and they don't try to hide it much.
In Europe people are just as corrupt but they know it's illegal and keep very quiet about it.
Either way, it's just how things work, if people don't get punished then it will get worse. Blatter must go before anything will change.
